This article explores the opportunities of managing infrastructure through stewardship principles and explains how this shift could deliver better sustainability outcomes for communities. Establishing infrastructure as a business rather than a public–private partnership (PPP) provides a better platform for adaptation and change. The impact on governments of shifting from negotiating a PPP to building an infrastructure business is the need to shift from a focus on project management and construction costs to the long-term management of the infrastructure.
